Construction and Maintenance
Road Reconstruction
Road reconstruction is an ongoing challenge for the association. The only source of funds for financing road reconstruction is the fees paid by owners.
Repair of the entrance road to the top of the hill was completed in 2018, along with repair of a damaged culvert running between the top and bottom roads and a collapsed culvert on the bottom road. In 2019, further repairs were carried out on 295 feet of the bottom road in three sections including replacement of the northern culvert and work to protect the southern culvert replaced in 2018.
It is planned to proceed with the next reconstruction in 2023.
Maintenance
The association maintains the verges and common areas of the development. Maintenance and drainage of individual lots is the responsibility of each owner. Issues between individual owners regarding boundary, drainage and maintenance are the responsibility of those owners.
Fencing
Owners planning to fence their property should be aware that total enclosure is not allowed within the covenants. Partial enclosure is allowed. Fencing facing the road should be wooden no higher than 6ft. Side and rear fencing can be chain link fencing. Dogs should be contained within fences at least 5ft high.
Construction Within The New Westerhall Point Development
Owners wanting to build on their lot must submit the plans to the Association for review by the Construction sub-committee. The aim of the review is to ensure that the proposed single dwelling conforms to the Covenants, is in keeping with the neighbourhood and does not interfere with adjoining properties.
As each case is considered on its merits, the owner should meet the Construction Committee before the plans are drawn up to avoid changes later.
On the advice of the Association’s lawyer, the documents listed below should be submitted before the plans have been approved by the Grenadian planning authorities, together with payment of the Construction Charge and any overdue annual Association fees.
The construction charge for building on an undeveloped lot is currently EC$12,000.00. EC$ 6,000 must be paid when the documents are submitted for approval and will be refunded if the application is unsuccessful. The balance of EC$ 6,000 is payable before construction commences.
Applicants must also be up to date on Association fees and charges. We also request that the owner notifies the owners of all neighbouring lots that an application to build is being submitted and the proposed start date for development.
Document to submit with an application for planning approval:
- Owner’s full name and current address, email address, phone numbers and nationality
- Ownership of other property in Grenada.
- Written undertaking to pay the balance of the Construction Charge before construction commences.
